What DBE Firms Need to Know

Starting July 1, 2025, Iowa drivers will be required to go hands-free. The new law prohibits holding or manually operating a phone or other electronic device while driving. This effort is aimed at improving road safety and reducing distracted driving—a critical concern for companies that spend significant time on the road or on job sites.

Why This Matters for DBEs:
If your business involves travel between job sites, driving company vehicles, or managing crews on the road, this law directly impacts your day-to-day operations. Ensuring compliance can help protect your employees, reduce liability risks, and promote a safety-first culture.

Even if your DBE firm is based outside of Iowa, it’s important to be aware of local traffic laws when performing work or transporting materials within the state.

Key Provisions:

  • Handheld Device Ban:
    Drivers may not hold or manually use phones or other electronic devices while their vehicle is in motion or stopped in traffic.
  • Hands-Free Use Permitted:
    Devices may be used for phone calls or navigation if operated through hands-free mode, voice commands, or with a single touch (e.g., to answer a call).
  • Enforcement Timeline:
    Law enforcement will begin issuing warnings on July 1, 2025. Fines will be enforced starting January 1, 2026.
  • Penalties:
    • $100 for a standard violation
    • $500 if the violation results in bodily injury
    • $1,000 if the violation results in a death
  • Exemptions:
    Exceptions apply for public safety officials, healthcare professionals responding to emergencies, and individuals receiving emergency or safety-related alerts.

  • Encourage drivers to use Bluetooth or other hands-free devices.
