For Disadvantaged Business Enterprises (DBEs) aiming to broaden their opportunities, obtaining certification in another state can lead to new contracts and substantial business growth. Before pursuing interstate certification, a DBE must first secure certification in its home state. Although each state has its own specific requirements, the general steps for obtaining interstate certification typically include:
- Submit a Cover Letter & Application – Include a letter stating your intent to apply for interstate certification, listing all states where you are currently certified and the original certifying agency.
- Provide Proof of Existing Certification – Submit an electronic image of your DBE certification as listed in the directory of the original certifying agency.
- Complete a New Declaration of Eligibility – Some states require an updated form affirming that your business continues to meet DBE eligibility requirements.
If you are seeking DBE certification in Iowa, submit the above documents to Iowa DOT Compliance Officer, Danny Wagener, at danny.wagener@iowadot.us. Danny will guide you through the process and inform you if additional information is needed.
For states other than Iowa, identify the appropriate certifying officer by contacting the state’s Department of Transportation (DOT) and Civil Rights Office. They can provide guidance on the certification process and required documentation.
Carefully follow the certification process and maintain open communication with certifying agencies. By becoming certified in multiple states, DBEs can access new contracting opportunities, strengthen business relationships, and enhance their competitive edge in the marketplace.
